The Anti-Drug Initiative Programme is one of Strategic National Priorities of Association for Strategic Culture and Research Foundation (ASCARF). The initiative stresses the need to address the world drug problem by implementing a comprehensive, multidisciplinary and balanced approach to drug supply and demand reduction and its impact, as well as the rehabilitation and re-socialisation of drug users and implementation of alternative development programmes, designed in accordance with United Nations (UN) Guiding Principles of alternative Development, approved by General Assembly of the United Nations on 18 December 2013 – Res. 68/196.
ASCARF seeks to support the African Union (AU) Plan on drug control with the following priority areas:
a) Continental, regional and national management, oversight, reporting and evaluation.
b) Evidence-based services to address the health and social impacts of drug use in Member States.
c) Countering drug trafficking and related challenges to human security in accordance with fundamental human rights principles and the rule of law.
d) Research and data collection to respond effectively to the challenges posed by illicit drugs and facilitate the licit movement of narcotic drugs and psychotropic substances for medical and scientific purpose.
The initiative also calls for Public-Private Partnership (PPP) to focus on the prevention of drug use among young people by integrating anti-drug prevention Programmes in Education, Recreation, and Sports systems for social protection of the population.
